Understanding How Home Care Package Claiming Works

If you've recently received a Home Care Package, you might be wondering when and how you can start using your funding, especially for things like home modifications or equipment. One common misconception is that the full annual package amount is available right away. But that's not quite how it works.

Let's talk about how claiming works under the current Home Care Package Program, what “unspent funds” means, and what’s changing with the new Support at Home model.
Your Funding is Released Daily
Government funding for your care is paid to your provider daily, not annually or monthly upfront. The daily rate depends on your package level. For example:
● A Level 2 Home Care Package provides $51.54 per day
● In a 30-day month, that equals $1,546.20 available for services
You can view the full table of government subsidy rates on My Aged Care. These rates are updated every 1st of July. The quoted figures above are as March 2025.
Your monthly HomeCare Australia statement clearly shows the funds received, services delivered, and your remaining balance. That closing balance is what’s known as your unspent funds.
What Are Unspent Funds?
If you don’t use all of the monthly funding available, the extra rolls over into your account as unspent funds. These funds accumulate month to month and can be used for larger one-off purchases like:
● Home modifications (e.g. handrails, ramps, stair lifts)
● Assistive technology or mobility aids
● Equipment or specialised therapies
This means if you’re hoping to install modifications early on, you may need to build up your unspent funds before they can be used.

Planning for Home Modifications
We understand home safety is often a top priority. That’s why it’s important to work with your Case Manager early to plan for larger purchases.
Together, we’ll help you balance:
● Regular services like cleaning or personal care
● Medium to long-term savings goals for equipment or modifications
This ensures your care package meets both your daily needs and future goals.
What’s Changing With Support at Home?
When the new Support at Home program launches, funding for home modifications and assistive technology will be managed separately under a new model called the AT-HM Scheme.
This means:
● You won’t need to save up from your care funds for home modifications
● Funding will be assessed and allocated directly for equipment and safety needs
It’s a welcome change, and we’ll help you transition smoothly when it arrives.
